De jure is a Latin expression for "according to law, legal, legal, official, official"; De facto, the Latin expression for "according to facts, according to the state of things, in practice, actually," is also referred to as factual. By de facto, a circumstance which is widely accepted and universally acknowledged, although not formally defined as de jure by appropriate institutions, de jure is the legal target state, de facto the actual state. These two terms form an antonymic concept, that is, if only one of the two terms is used in a sentence, the statement has a "... but ..." structure and implies the presence of the other. As a conceptual pair, the two formulas are often used to describe juridical, especially international, and political-scientific facts. For example, a government may be de jure in office, so it was established under applicable law. A de facto government, on the other hand, has no legal recognition.

De jure ist ein lateinischer Ausdruck für „laut Gesetz, rechtlich betrachtet, legal, offiziell, amtlich“; de facto ist der lateinische Ausdruck für „nach Tatsachen, nach Lage der Dinge, in der Praxis, tatsächlich“, auch als faktisch bezeichnet. Mit de facto wird ein Umstand benannt, der als weit verbreitet und allgemein anerkannt gilt, auch wenn er nicht durch entsprechende Institutionen formal als de jure festgelegt ist: de jure bezeichnet den rechtlichen Soll-Zustand, de facto den tatsächlichen Ist-Zustand. Diese beiden Bezeichnungen bilden ein antonymes Begriffspaar, das heißt, wenn auch nur einer der beiden Begriffe in einem Satz verwendet wird, hat die Aussage eine „zwar …, aber …“-Struktur und deutet das Vorhandensein des jeweilig anderen an. Als Begriffspaar werden die beiden Formeln häufig zur Beschreibung juristischer, hier vor allem völkerrechtlicher, und politikwissenschaftlicher Sachverhalte verwendet. Beispielsweise kann eine Regierung de jure im Amt sein, also sie wurde nach geltendem Recht eingesetzt. Eine De-facto-Regierung hingegen hat keine rechtliche Anerkennung.
