Parlements (French pronunciation: ( listen)) were regional government bodies in Ancien Régime France. In 1789 there were 13 parlements, of which the Parlement of Paris was by far the most important. They were not parliamentary bodies, but rather judicial bodies that were primarily the courts of appeal for trial courts, Each consisted of a dozen or more, judges, or about 1100 nationwide. They were the final court of appeal of the judicial system, and typically were powerful regarding a range of issues, especially regarding taxation. Laws and edicts issued by the king were not official in their region until they announced them. The members were aristocrats called Nobles of the Robe who had inherited their office, and were independent of the King. In 1770-74 the Chancellor, Maupeou tried to abolish the Parlement of Paris in order to strengthen the crown; however when King Louis XV died in 1774, it was restored. The parlements spearheaded the resistance of the nobility to the absolutism and centralizing goals of the crown, but they worked primarily for the benefit of local elites.
