लेना । जैसे सूर्य बारह महीने अपनी किरणों से जल खींचता
है और चार महीने उसे प्रजा की वृद्धि के लिये बरसात है,
उसी प्रकार राजा का प्रजा से कर लेकर उनकी वृद्धि में
उसे लगाना ।
