Emergency Declaration Emergency Declaration issued by the Prime Minister based on the Act on Special Measures for Nuclear Emergency Preparedness in the event of a serious accident at a nuclear facility. It was first issued at the Fukushima Daiichi Nuclear Power Plant accident due to the Tohoku Region Pacific Offshore Earthquake that occurred on March 11, 2011 (2011). [Supplementary explanation] This emergency declaration is based on the fact that when a space radiation dose rate of 500 micro-sievert per hour or more is detected in the vicinity of the nuclear power plant boundary, when a criticality accident occurs, the nuclear reactor coolant Is lost, and all the emergency core cooling devices (ECCS) fail to operate. The Prime Minister made a declaration and set up the Nuclear Emergency Response Headquarters in the Cabinet Office and the Local Nuclear Emergency Response Headquarters in the local area. Prefectural governors concerned, municipal governors concerned shall establish disaster headquarters respectively. In addition, a Joint Nuclear Emergency Countermeasure Council is established at the local emergency emergency response facility (off-site center) to share information among national and local public entities and nuclear operators and discuss countermeasures. When the nuclear disaster has ceased and it is no longer necessary to implement emergency measures, the Prime Minister will hear the comments of the Nuclear Regulatory Commission and declare a nuclear emergency situation. げんしりょく‐きんきゅうじたいせんげん【原子力緊急事態宣言】 原子力施設で重大な事故が発生した際に、原子力災害対策特別措置法に基づいて内閣総理大臣が発出する緊急事態宣言。平成23年(2011)3月11日に発生した東北地方太平洋沖地震に伴う福島第一原子力発電所事故で初めて発令された。
[補説]この緊急事態宣言は、原子力事業所の境界付近で毎時500マイクロシーベルト以上の空間放射線量率が検出された場合、臨界事故が発生した場合、原子炉運転中に原子炉冷却材が喪失し、すべての非常用炉心冷却装置(ECCS)の作動に失敗した場合などに発出される。内閣総理大臣は、宣言を行った後、内閣府に原子力災害対策本部、現地に原子力災害現地対策本部を設置。関係する都道府県知事・市町村長はそれぞれ災害対策本部を設置する。また、現地の緊急事態応急対策拠点施設(オフサイトセンター)に原子力災害合同対策協議会が設置され、国・地方公共団体および原子力事業者の間で情報の共有を図り、対策などを協議する。原子力災害が終息し、応急対策を実施する必要なくなると、内閣総理大臣は原子力規制委員会の意見をきいて、原子力緊急事態解除宣言を行う。
