Celik huruf melibatkan suatu kontinum pembelajaran untuk membolehkan seseorang individu mencapai matlamatnya, mengembangkan ilmu pengetahuan dan potensinya, serta menyertai masyarakat lebih luas dengan sepenuhnya." Pada zaman moden, buta huruf dipandang sebagai masalah sosial yang perlu diatasi melalui pendidikan.
