The Federation believes that more than one state, formed according to their geographical structure, will come together at their own request and be seen as a single political force against the outside, and that the organization they build up for this purpose is over the states forming it; and in the case of their internal affairs, they are formed by the fact that they are broadly or narrowly autonomous according to the agreement between them. In this sense, the federal state is a political union formed by autonomous states in terms of internal structures. While each federal state has its own country, its constitution, the authority of the relations with the other states belongs to the federal state. However, federal states have their own legislative, executive and judicial bodies. But the laws are not in line with the Constitution of the supreme state. The federal states may establish their own police organization with the intention of providing internal security and may set different jurisdictions. A law criminalizing a federal state may not constitute a crime for another state.

Federasyon, coğrafi yapılarına göre oluşmuş birden fazla devletin kendi istekleriyle bir araya gelerek dışarıya karşı tek bir siyasal güç olarak görülmeleri ve bu amaçla kurdukları örgütün, kendisini oluşturan devletlerin üzerinde olması; iç işlerinde ise, yine aralarındaki anlaşmaya göre geniş veya dar ölçüde özerk olmaları ile oluşan topluluk. Federal devlet bu anlamda iç yapıları itibariyle özerk olan devletlerin oluşturduğu siyasi bir birliktir. Federe devletlerin her biri kendi ülkesine, anayasasına sahip iken diğer devletlerle olan ilişkilerin düzenlenmesinde yetki federal devlete aittir. Bununla birlikte federe devletlerin içinde kendi yasama, yürütme ve yargı organları da vardır. Fakat yasalar üst devlet kimliğine ait anayasaya aykırı olmama koşulu taşır. Federe devletler iç güvenliklerini sağlamak amacı ile kendi polis teşkilatını kurabilir ve farklı yargılama hususları belirleyebilir. Bir federe devlet için suç teşkil eden bir yasa diğer devlet için suç teşkil etmeyebilir.
