La règle de l'égalité de temps précise que les stations de radio et de télévision américaines doivent offrir une opportunité équivalente à tous les candidats politiques opposés qui la demandent. Cela signifie, par exemple, que si une station donne une minute gratuite à un candidat en prime time, elle doit faire la même chose pour un autre candidat qui en fait la demande. La règle de l'égalité de temps a été créée car la FCC pensait que les stations pourraient facilement manipuler les résultats des élections en présentant un seul point de vue et en excluant les autres candidats. Il ne faut pas confondre avec la Doctrine d'équité maintenant défunte, qui traitait de présenter des points de vue équilibrés sur des questions d'importance publique. Il existe quatre exceptions à la règle de l'égalité de temps. Si l'aération faisait partie d'un documentaire, d'une interview de bonne foi, d'un bulletin d'information planifié ou d'un événement d'information sur place, la règle de l'égalité ne s'applique pas. Depuis 1983, les débats politiques non organisés par la station média sont considérés comme des «événements de nouvelles» et, par conséquent, ne sont pas soumis à la règle. Par conséquent, ces débats ne peuvent comporter que des candidats de partis majeurs sans avoir à offrir de temps d'antenne à des candidats mineurs ou indépendants.
