유연성주의는 적극적 노동 시장 정책을 가진 복지 국가 모델이다. 이 용어는 1990 년대 덴마크의 Poul Nyrup Rasmussen 사회 민주주의 총리가 처음으로 만들었다. 이 용어는 역동적 인 경제에서의 노동 시장 유연성과 근로자에 대한 안전성의 조합을 의미합니다. 덴마크 정부는 유연 안정성이 노동 시장에서의 유연성의 3 면체 혼합과 사회 보장 및 실업자에 대한 권리와 의무가있는 적극적인 노동 시장 정책을 수반하는 "황금의 삼각형"을 수반한다고 생각합니다. 유럽 집행위원회 (European Commission)는 유연 안정성을 노동 시장의 유연성과 보안을 동시에 향상시키는 통합 전략으로 간주합니다. 유연성은 4 가지 정책 구성 요소를 통해 설계되고 구현됩니다. 1) 유연하고 신뢰할 수있는 계약 방식. 2) 포괄적 인 평생 학습 전략; 3) 효과적인 적극적 노동 시장 정책; 4) 고용 전환기에 적절한 소득 지원을 제공하는 현대 사회 보장 제도. 이 모든 것은 명확한 점진적 세제와 더불어 높은 최저 임금과 높은 평균 임금의 맥락에서 이루어집니다.
