Flexicurity
Model flexicurity jest modelem państwa opiekuńczego z proaktywną polityką rynku pracy. Określenie zostało po raz pierwszy wymyślone przez socjaldemokratyczny premier Danii Poul Nyrup Rasmussen w latach dziewięćdziesiątych. Termin ten odnosi się do połączenia elastyczności rynku pracy w dynamicznej gospodarce i bezpieczeństwa pracowników. Rząd Danii uważa model flexicurity za "złoty trójkąt" z "trójstronną mieszanką elastyczności na rynku pracy w połączeniu z bezpieczeństwem socjalnym i aktywną polityką rynku pracy z prawami i obowiązkami dla bezrobotnych". Komisja Europejska uważa model flexicurity za zintegrowaną strategię, która jednocześnie zwiększy elastyczność i bezpieczeństwo na rynku pracy. Model flexicurity jest opracowywany i wdrażany w ramach czterech elementów polityki: 1) elastyczne i wiarygodne ustalenia umowne; 2) kompleksowe strategie uczenia się przez całe życie; 3) skuteczna aktywna polityka rynku pracy; oraz 4) nowoczesne systemy zabezpieczenia społecznego zapewniające odpowiednie wsparcie dochodów w trakcie przejścia na zatrudnienie. Wszystko to odbywa się w kontekście wysokiej płacy minimalnej i wysokiej przeciętnej płacy, oprócz wyraźnego opodatkowania progresywnego.
