Workfare este un model alternativ la sistemele convenționale de asistență socială. Termenul a fost introdus pentru prima dată de liderul drepturilor civile James Charles Evers în 1968; totuși, a fost popularizat de Richard Nixon într-un discurs televizat din august 1969. Sistemele tradiționale de prestații sociale sunt, de obicei, acordate în anumite condiții, cum ar fi căutarea unui loc de muncă sau bazate pe criterii de întâlnire care ar plasa destinatarul ca indisponibil pentru a căuta un loc de muncă sau angajat. În cadrul programului de lucru, beneficiarii trebuie să îndeplinească anumite cerințe de participare pentru a continua să beneficieze de prestațiile sociale.
