Bir telefon numarası planı, telefon numaralarını abone telefonlarına veya diğer telefon son noktalarına atamak için telekomünikasyonda kullanılan bir numaralandırma şeması türüdür. Telefon numaraları, hedef kod yönlendirme sistemi tarafından erişilebilen bir telefon ağındaki katılımcıların adresidir. Telefon numaralama planları genel anahtarlamalı telefon şebekesinin idari bölgelerinin her birinde tanımlanmıştır ve ayrıca özel telefon şebekelerinde mevcuttur. Numaralandırma planları, genellikle bireysel telefon şebekelerinin ve yerel gereksinimlerin tarihsel gelişiminden kaynaklanan çeşitli tasarım stratejilerini izleyebilir.
