Esnek güvence
Esnek güvenlik, aktif bir işgücü piyasası politikasına sahip bir refah devleti modeli. Terim ilk olarak 1990'lı yıllarda Danimarka Sosyal Demokrat Başbakanı Poul Nyrup Rasmussen tarafından hazırlandı. Terim, dinamik bir ekonomide işgücü piyasası esnekliğinin ve işçiler için güvenliğin birleşimini ifade eder. Danimarka Hükümeti, esnek güvenceyi, "iş gücü piyasasında esnekliğin üç taraflı bir karışımı ile birlikte," işsizler için hak ve yükümlülüklerle aktif bir işgücü piyasası politikasıyla "altın üçgen" olarak nitelendirdiğini düşünüyor. Avrupa Komisyonu esnek güvenceyi, işgücü piyasasındaki esnekliği ve güvenliği eşzamanlı olarak geliştirmek için entegre bir strateji olarak görmektedir. Esnek güvenlik, dört politika bileşeninde tasarlanmış ve uygulanmıştır: 1) esnek ve güvenilir anlaşma düzenlemeleri; 2) kapsamlı yaşam boyu öğrenme stratejileri; 3) etkili aktif işgücü piyasası politikaları; ve 4) istihdam geçişleri sırasında yeterli gelir desteği sağlayan modern sosyal güvenlik sistemleri. Tüm bunlar, açık bir aşamalı verginin yanı sıra, yüksek asgari ücret ve yüksek ortalama ücret bağlamında yapılır.
