Bir süper devlet, tek bir siyasi-idari yapıda uluslar ve / veya devletlerin, çoğunlukla dil ve etnik olarak çeşitlilik gösteren bir yığın halidir. Bu, sıkça birlikte görüldükleri halde, süper güç kavramından farklıdır.
