Bazı uluslar öncelikle hükümetin karar verme alanının çeşitli alanlarında teknik uzmanlar tarafından yönetilmek anlamında böyle düşünülmüş olsa da, bir teknokrasi kavramı çoğunlukla varsayımsal olmaya devam etmektedir. Bir teknokrat ya 'güçlü teknik elit üyesi' veya 'teknik uzmanların üstünlüğünü savunan biri' anlamına gelmiştir. Bilim adamları, mühendisler ve teknologların örnekleri arasında, bilgi, uzmanlık veya beceri sahibi olan, politikacılar, iş adamları ve ekonomistler yerine yönetim organını oluşturan bu teknologlar yer alıyor. Bir teknokraside karar vericiler, alanlarında ne kadar bilgili ve yetenekli olduklarına göre seçilirler.
