একটি শরণার্থী হচ্ছে এমন ব্যক্তি যিনি নিজের দেশের বাইরে থাকেন কারণ তারা জাতি, ধর্ম, জাতীয়তা, রাজনৈতিক মতামত বা অন্য কোনও ব্যক্তির সামাজিক শ্রেণীভুক্ত সদস্যের কারণে তাদের উপর নির্যাতন ভোগ করেছে অথবা তারা যুদ্ধ থেকে পালিয়ে বেড়াচ্ছে। এমন একটি ব্যক্তিকে রাষ্ট্রের স্বীকৃতি পর্যন্ত 'শরণার্থী' বলা যেতে পারে যেখানে তারা দাবি করে। ২01২ সালে, আফগানিস্তান শরণার্থীদের বৃহত্তম উৎস দেশ ছিল এবং আফগানিস্তানে বিশ্বের প্রতি চার শরণার্থীর মধ্যে এক এবং তাদের মধ্যে 95% পাকিস্তান ও ইরানে বসবাস করত।
