স্ব-প্রচারণা উন্নয়নমূলক অক্ষমতা সহ মানুষদের জন্য নাগরিক অধিকার আন্দোলনকে বোঝায়, যা জ্ঞানীয় বা বুদ্ধিবৃত্তিক অক্ষমতা এবং অন্যান্য অক্ষমতাও বলে। এটি অক্ষমতার অধিকার আন্দোলনের একটি গুরুত্বপূর্ণ শব্দ, প্রতিবন্ধী ব্যক্তিদের তাদের নিজস্ব জীবন নিয়ন্ত্রণের কথা উল্লেখ করে, তাদের চিকিৎসা ব্যবস্থায় তাদের নিজস্ব যত্নের দায়িত্বে থাকা সহ। স্ব-প্রচারণা আন্দোলন সম্পর্কে অক্ষম ব্যক্তিরা নিজেদের জন্য বলছেন। এর মানে হল যে, একজন অক্ষমতাধারী ব্যক্তি অন্যের সহায়তার কথা বলতে পারে, তবে তার নিজস্ব সম্পদ নিয়ন্ত্রণের অধিকারী এবং কীভাবে পরিচালিত হয়। এটা অননুমোদিত প্রভাব বা অন্যদের দ্বারা নিয়ন্ত্রণ ছাড়া জীবন সিদ্ধান্ত নিতে অধিকার সম্পর্কে হয়। বুদ্ধিজীবী প্রতিবন্ধী ব্যক্তিরা প্রায়ই সমাজের বেশিরভাগ ক্ষমতাহীন সদস্য। তারা বড় প্রতিষ্ঠান বা ছোট বাড়ির বাসিন্দাদের বাসিন্দাদের মতো করে পরিচিত হয় যারা স্টাফ-নির্দেশিত পরিবেশে বসবাস করে, যেখানে বাসিন্দাদের তাদের বসবাসের অবস্থার উপর সামান্যই বা কোন নিয়ন্ত্রণ থাকে না বা যাদের সাথে তারা তাদের বাসস্থান ভাগ করে। বুদ্ধিজীবী প্রতিবন্ধী ব্যক্তিরা তাদের সামাজিক ও শারীরিক বিচ্ছুরণের কারণে অপব্যবহারের জন্য অত্যন্ত ঝুঁকিপূর্ণ।
