O termo se estende às instituições controladas pelas classes dominantes, que decidem ou cujos interesses influem fortemente sobre decisões políticas, econômicas, culturais, etc., e que portanto controlam, no seu próprio interesse e segundo suas próprias concepções, as principais organizações públicas e privadas de um país, em detrimento da maioria dos eleitores, consumidores, pequenos acionistas, etc. Em sentido mais restrito, pode referir-se a um grupo de indivíduos com poder e influência sobre determinada organização ou campo de atividade. Na origem, o termo dizia respeito a uma aliança entre a burguesia urbana e grupos da aristocracia rural britânica, que tradicionalmente concentrava os meios de ação no país, sendo pouco aberta a inovações em todos os campos e hostil ao compartilhamento do poder com outros grupos.
