In Westminster parlamentarischen Systemen ist ein Backbencher Mitglied des Parlaments oder ein Gesetzgeber, der kein Regierungsbüro besitzt und kein Sprecher der Frontbank in der Opposition ist und stattdessen Mitglied des "Ranges und der Akte" ist. Der Begriff stammt aus dem Jahr 1855. Ein Backbencher kann ein neues parlamentarisches Mitglied sein, das noch ein hohes Amt erhält, eine ältere Figur, die von der Regierung abgefallen ist, oder jemand, der aus irgendeinem Grund nicht gewählt wird, um entweder im Ministerium oder im Oppositionsschattenministerium zu sitzen. Mit der Erweiterung ist ein Backbencher kein zuverlässiger Unterstützer aller Ziele und Richtlinien ihrer Partei. In den meisten parlamentarischen Systemen haben Backbenchers einzeln nicht viel Macht, die Regierungspolitik zu beeinflussen. Sie können jedoch eine Rolle bei der Bereitstellung von Dienstleistungen für ihre Konstituenten und bei der Weitergabe der Meinungen ihrer Konstituenten spielen. Einige Backbenchers sitzen auch in parlamentarischen Ausschüssen, wo die Gesetzgebung genauer betrachtet wird, als es Zeit für den Boden des Hauses gibt und damit wertvolle Beiträge in den Gesetzgebungsprozess einbringt.
