Flexicurity
Flexicurity ist ein Wohlfahrtsstaatmodell mit einer proaktiven Arbeitsmarktpolitik. Der Begriff wurde zuerst von dem sozialdemokratischen Premierminister von Dänemark Poul Nyrup Rasmussen in den 1990er Jahren geprägt. Der Begriff bezieht sich auf die Kombination von Arbeitsmarktflexibilität in einer dynamischen Wirtschaft und Sicherheit für Arbeitnehmer. Die Regierung von Dänemark betrachtet Flexicurity als ein "goldenes Dreieck" mit einer "dreiseitigen Mischung aus Flexibilität auf dem Arbeitsmarkt in Verbindung mit sozialer Sicherheit und einer aktiven Arbeitsmarktpolitik mit Rechten und Pflichten für Arbeitslose". Die Europäische Kommission betrachtet Flexicurity als integrierte Strategie zur gleichzeitigen Verbesserung der Flexibilität und Sicherheit auf dem Arbeitsmarkt. Flexicurity wird in vier Politikkomponenten konzipiert und umgesetzt: 1) flexible und zuverlässige vertragliche Vereinbarungen; 2) umfassende Strategien des lebenslangen Lernens; 3) wirksame aktive Arbeitsmarktpolitik; Und 4) moderne soziale Sicherungssysteme, die eine angemessene Einkommensunterstützung während der Beschäftigungsübergänge bieten. All dies geschieht in einem Kontext von hohem Mindestlohn und hohem Durchschnittslohn, neben klarer progressiver Besteuerung.
