Harbin dient als wichtiges politisches, wirtschaftliches, wissenschaftliches, kulturelles und kommunikatives Zentrum in Nordostchina sowie eine wichtige industrielle Basis der Nation. Harbin, das ursprünglich ein Manchu-Wort war, das "ein Ort zum Trocknen der Fischernetze" bedeutet, wuchs von einer kleinen ländlichen Siedlung auf dem Songhua-Fluss, um eine der größten Städte im Nordosten Chinas zu werden. Gegründet im Jahre 1898 mit dem Kommen der Trans-Mandschurischen Eisenbahn, die Stadt zuerst als eine Region bewohnt von einer überwältigenden Mehrheit der Einwanderer aus dem russischen Reich gedeiht.
