Wörtlich oder streng genommen, heißt die Theokratie von Gott oder Göttern und bezieht sich in erster Linie auf eine innere "Herrschaft des Herzens", besonders in ihrer biblischen Anwendung. Die gemeinsame, generische Verwendung des Begriffs, wie oben definiert, in Bezug auf die Herrschaft durch eine Kirche oder eine analoge religiöse Führung, würde genauer als eine Kirchlichokratie beschrieben. In einer reinen Theokratie wird angenommen, dass der Bürgerführer eine direkte persönliche Verbindung mit der Göttlichkeit der Zivilisation hat. Zum Beispiel führte Mose die Israeliten, und Muhammad beherrschte die frühen Muslime. Das Gesetz, das vom Herrscher verkündet wird, gilt auch als eine göttliche Offenbarung und damit das Gesetz Gottes.
