Ulem ist ein muslimischer Theologe und Gelehrter. Das Wort kommt vom arabischen Wort alim und bedeutet den Gelehrten. Die Gruppe der Verbündeten umfasste alle muslimischen Klerus: Mufti und Imame. Im zwanzigsten Jahrhundert verloren die Linguisten in den meisten arabischen Ländern ihre Bedeutung. Regierungen kämpften mit der starken Position des Klerus, indem sie die Opposition beseitigten. Die Macht der Bienenstöcke wurde zunehmend eingeschränkt. 1961 unterstand die al-Azhar Universität in Kairo der staatlichen Aufsicht. Zur gleichen Zeit wurden islamische Schulen in der Türkei stillgelegt und durch staatlich kontrollierte Religionsschulen ersetzt.

W XX wieku w większości krajów arabskich ulemowie tracili na znaczeniu. Rządy walczyły z silną pozycją duchownych usuwając opozycję. Władza ulemów była coraz bardziej ograniczana. W roku 1961 uniwersytet al-Azhar w Kairze został poddany nadzorowi państwowemu. W tym samym czasie szkoły islamskie zamykano w Turcji i zastępowano je kontrolowanymi przez państwo szkołami religijnymi.
