Lee is a Korean-language scholar, an independent activist, and a politician of the Democratic People's Republic of Korea. He served as the Vice Chairman of the First Cabinet and Vice Chairman of the Standing Committee of the Supreme People's Assembly. It is called 'Goru'. Born in Gyeongsangnam-do, Korea. In 1920, he graduated from Dongze University in Shanghai, China. In 1927, he graduated from Friedrich-Wilhelm University in Germany. He participated in the study of Korean language in the middle of the Japanese colonial period. He was a member of the Korean language dictionary editorial committee in 1929, a member of the Korean Spelling Committee in 1930, a member of the Korean Standard Language Assessment Committee in 1935, and a full member of the Korean dictionary editorial committee in 1936. . He was arrested on October 1, 1942, and sentenced to six years' imprisonment in the Hamheung court. He was sentenced to prison in Hamheung prison and released after the liberation in August 1945. In 1946, he served as chairman of the Kun-Min Chairperson. In April 1948, he went to Pyongyang in attendance at a social group meeting of the South-North Party Party and remained active in the Democratic People's Republic of Korea.
