Full authority delegate
The plenipotentiary representative is a third party authorized by the treaty contractor for the adoption, ratification, or binding indication of treaty. The plenipotentiary delegate is deemed to represent the country for the purpose of adopting, certifying or binding on the treaty, in principle, by presenting a power of attorney for the power to conclude the treaty. The 1969 Treaty Convention recognizes the omission of a full power of attorney by the practice of the relevant countries and ensures that a person with a certain status does not need a power of attorney.
