Electronic government is also called "digital government" and "online government" and refers to the use of government information technology. Although e-government is seen as an online government or Internet-based government, many non-Internet-based e-government technologies can be used in this environment. For example, fax, PDA, SMS text messaging, MMS, wireless network and service, Bluetooth, CCTV, tracking system, RFID, biometrics, road traffic management and smart cards. According to Lee Sang-yoon, the director of the Department of Geospatial Information Research, Pukyong National University, the term and concept of e-government has been used conventionally since its first appearance in the United States and has been commonly used without a clear definition of concept. It has spread not only to Korea but also to other parts of the world.

전자 정부는 "디지털 정부", "온라인 정부"라고도 하며 정부의 정보 기술의 이용을 일컫는다. 전자 정부가 온라인 정부나 인터넷 기반 정부로 여겨지지만, 인터넷 기반이 아닌 많은 전자 정부 기술이 이러한 환경에서 사용될 수 있다. 이를테면, 팩스, PDA, SMS 텍스트 메시징, MMS, 무선 네트워크 및 서비스, 블루투스, CCTV, 추적 시스템, RFID, 생체 인식, 도로 교통 관리, 스마트 카드 등을 들 수 있다. 부경대공간정보연구소장 이상윤교수의 견해에 따르면, 전자정부라는 용어와 개념은 미국에서 처음으로 등장한 이후 명확한 개념의 정의 없이 통상적으로 사용되어 왔으며, 미국의 NPR보고서에서 정보기술을 통한 리엔지니어링으로 단편적으로 언급하기 시작한 이후 우리 한국뿐만이 아니라 세계 각국으로 확산되었다고 한다.
