The Treaty of Maastricht was signed on February 7, 1992 in Maastricht, Netherlands, by the European Community and entered into force on 1 November 1993. It is the basis of the Treaty of the European Union. The treaty led to the introduction of the euro and proposed three core structures of the EU. The provisions on joint diplomacy and security were made on the basis of the European policy coalition, but they were enlarged and made into a treaty. Provisions relating to judicial and domestic matters include judicial enforcement, criminal justice, civil matters, temporary shelter and cooperation in immigration. Originally the European Community was primarily responsible for the economy and trade. The European Commission and the European Court had many powers within the system independent of the European Community. The European Parliament, which is directly elected by the citizens of the Member States of the European Community, also had considerable power. The governments of each member state had the remaining powers.

마스트리흐트 조약은 1992년 2월 7일, 네덜란드 마스트리흐트에서 유럽 공동체 가입국이 서명하고 1993년 11월 1일부터 발효한 조약으로 유럽 연합의 기초가 되는 조약이다. 이 조약은 유로화의 도입을 이끌었으며, EU의 3가지 중심 구조를 제안했다. 공동의 외교 및 안보에 관한 조항은 유럽 정책 연합의 기초 위에 만들어졌으나 이것을 더 확대해 조약으로 만들었다. 사법과 국내 문제에 관한 조항은 사법 집행, 형법 재판, 민사 문제, 임시 피난처 및 이민에 대한 협력에 관한 것을 담고 있다. 원래 유럽 공동체는 주로 경제와 무역에 관한 것을 담당했다. 유럽 위원회과 유럽 법원은 유럽 공동체와 독립적으로 이 시스템 내에서 많은 권한을 가지고 있었다. 유럽 공동체 회원국의 시민에 의해 직접 선출되는 유럽 의회 또한 상당한 권한을 가지고 있었다. 각 회원국의 정부는 그 나머지의 권한을 가지고 있었다.
