Alliance protocol
The Covenant on Union and Perpetual Commonwealth is a set of 13 colonies' mutual friendly alliances in the American Revolutionary War. It is also called the first federal constitution of the United States. This Agreement was adopted by the Continental Congress on November 15, 1777, after a period of 16 months of discussion, and 13 weeks of March 1, This agreement acknowledged the alliance's diplomatic and military power, but each of the 13 colonies held absolute sovereignty. Therefore, it was necessary to establish a strong central government, showing the state of confusion. Since then the United States Constitution was enacted in 1787, and on May 29, 1790, all 13 states ratified the Constitution and the termination of its function ceased.
