Otsu City (Otsu City) is a city and prefectural office located in the western part of Shiga Prefecture. In 667, the Emperor Tenji is the present-day Otsu-shi and is called Otsukyo. It has a long history, and there are many shrines and temples such as Miyadera and Hiyoshi Taisha. The eastern part touches Lake Biwa, and the western part touches the border with Kyoto city. Hiei Mountain, located on the border with Kyoto City, has Enryakuji, designated as a World Heritage site, as a sacred place representing Japanese Buddhism. Today, it also has a role as a satellite city in Kyoto and Osaka, and its population is also increasing. Recently, the population exceeded 300,000, meeting the conditions as a core city, was designated as core city on April 1, 2009.

오쓰 시(일본어: 大津市 (おおつし))는 시가 현 서부에 위치하는 시이자 현청 소재지이다. 667년에 덴지 천황이 현재의 오쓰 시로 천도하여 오쓰쿄(大津京)라고 한 것을 비롯해 오랜 역사를 갖는 고도이며, 미이데라(三井寺)나 히요시타이샤(日吉大社) 등의 신사와 절이 많다. 동쪽은 비와 호에 접하고, 서쪽은 교토 시와 경계선을 접하고 있다. 교토 시와의 경계선에 있는 히에이 산(比叡山)에는 일본 불교를 대표하는 성지로서 세계유산으로 지정된 엔랴쿠지(延暦寺)가 있다. 현재는 교토, 오사카의 위성 도시로서의 역할도 갖고 있으며 인구도 증가하고 있다. 최근에 인구가 30만명을 넘어 중핵시로써의 조건을 충족, 2009년 4월 1일 중핵시로 지정되었다.
