GATT or general agreement on rates and trade was established in 1948 in Geneva, Switzerland. At the time of establishment, the GATT comprised 23 countries, but at the last meeting in Marrakech on 5 April 1994 the number of signatories was 115 countries. The agreement in the GATT, which took effect on January 1, 1948, is contained in three principles, namely: ▪ The reciprocal principle, that the treatment granted by a country to another country as its trading partner must also be provided by the trade partner of that country. ▪ The most favored nation principle, the GATT member states, can not provide favorable privilege only to one or a certain set of countries. ▪ The principle of transparency, that the treatment and policy of a country should be transparent to be known by other countries. In line with its development, each GATT member country requires free trade. At the meeting in Marrakesh, Morocco 5 April 1994 GATT was changed to the World Trade Organization from 1 January 1995.

GATT atau perjanjian umum tentang kadar-kadar dan perdagangan ditubuhkan pada tahun 1948 di Genewa, Switzerland. Pada masa ditubuhkan, GATT dianggotai 23 negara, tetapi pada saat sidang terakhir di Marakesh pada 5 April 1994 jumlah negara penandatangan sebanyak 115 negara. Kesepakatan dalam GATT yang mulai berlaku sejak 1 Januari 1948 tertuang dalam tiga prinsip, iaitu : ▪ Prinsip kesalingan, iaitu perlakuan yang diberikan suatu negara kepada negara lain sebagai rakan dagangnya harus juga diberikan juga oleh rakan dagang negara tersebut. ▪ Prinsip most favored nation, iaitu negara ahli GATT tidak boleh memberikan keistimewaan yang menguntungkan hanya pada satu atau sekumpulan negara tertentu. ▪ Prinsip ketelusan, iaitu perlakuan dan dasar yang dilakukan suatu negara harus telus agar diketahui oleh negara lain. Sesuai dengan perkembangannya, masing-masing negara anggota GATT menghendaki adanya perdagangan bebas. Pada pertemuan di Marakesh, Maghribi 5 April 1994 GATT diubah menjadi World Trade Organization mulai tarikh 1 Januari 1995.
