Kong Fansen Kong Fansen: Shandong Liaocheng people, joined the Chinese Communist Party in 1966. Served as a member of the Communist Youth League Liaocheng Municipal Committee, Liaocheng CPC Central Committee Propaganda Department vice minister, deputy secretary of Gamba County, Liaocheng District Deputy Commissioner, Lhasa City, deputy mayor, secretary of CPC Dali. He went to work in Tibet twice in 1979 and 1988 and lasted ten years. He diligently worked for the people and achieved outstanding achievements. He was awarded the title of "National Model for National Unity and Progress" by the State Council. On the way to visit Xinjiang, died in a car accident. In April 1995, the State Department ratified him as "the nation's advanced worker" and the Central Committee of the Communist Party sent a "Notice on Carrying Out Learning from Comrade Kong Fansen" to the whole country. In May the same year, Jiang Zemin and Li Peng made the inscriptions, "Learning from Comrade Kong Fansen," and "Learning the Spirit of Comrade Kong Fansen's Passion for People's Selfless Deeds."
