En la antigüedad, los publicanos (públicos griegos, latín publicanus, publicani (plural)) eran contratistas públicos, en los que a menudo suministraban legiones romanas y militares, administraban la recaudación de los derechos portuarios y supervisaban proyectos de construcción pública. Además, sirvieron como recaudadores de impuestos para la República (y más tarde el Imperio Romano), licitando contratos (del Senado en Roma) para la recaudación de varios tipos de impuestos. Es importante destacar que este papel como cobradores de impuestos no se enfatizó hasta tarde en la historia de la República (siglo I aC). Los publicanos solían pertenecer a la clase de equites. En el apogeo de la época de expansión provincial de la República (aproximadamente los siglos I y II a. C. hasta el final de la República), el sistema tributario romano era muy rentable para los publicanos. El derecho a cobrar impuestos para una región en particular sería subastado cada pocos años por un valor que (en teoría) se aproximaba al impuesto disponible para la recolección en esa región. El pago a Roma fue tratado como un préstamo y los publicani recibirían intereses sobre su pago al final del período de cobranza.
