Un barrio pobre es un asentamiento informal urbano densamente poblado caracterizado por la vivienda y la miseria deficientes. Aunque los barrios de tugurios difieren en cuanto al tamaño y otras características de un país a otro, la mayoría carece de servicios de saneamiento fiables, suministro de agua potable, electricidad confiable, aplicación oportuna de la ley y otros servicios básicos. Las residencias de barrios de tugurios varían de casas de chabolas a viviendas de construcción profesional que debido a un diseño de mala calidad o construcción se han deteriorado en barrios marginales. Los tugurios eran comunes en los siglos XIX y principios del XX en Estados Unidos y Europa. Más recientemente, los barrios marginales se han encontrado predominantemente en las regiones urbanas de las partes en desarrollo y subdesarrolladas del mundo, pero también se encuentran en las economías desarrolladas. Según UN-HABITAT, alrededor del 33% de la población urbana en el mundo en desarrollo en 2012, o cerca de 863 millones de personas, vivían en barrios marginales. La proporción de población urbana que vive en barrios de tugurios es más alta en el África subsahariana, seguida por Asia meridional, Asia sudoriental, Asia oriental, Asia occidental, Oceanía, América Latina y el Caribe y África del Norte.
