Las organizaciones no gubernamentales son organizaciones establecidas por partidos u organizaciones privadas que no tienen ninguna relación con ningún gobierno. Hay ONG que son financiadas por ciertos gobiernos, pero la membresía de tales organizaciones no está abierta a ningún lado del gobierno. A diferencia del término Organización Intergubernamental, "organización no gubernamental" es un término para uso general pero no es una definición legítima. Dentro de la jurisdicción de los tribunales, estos tipos de establecimientos son "organizaciones de la sociedad civil" o se mencionan con otros nombres. Algunas partes estiman 40,000 organizaciones internacionales no gubernamentales. La cantidad de establecimientos locales es aún mayor: Rusia tiene 277,000 ONG. Se estima que India tiene entre 1 y 2 millones de ONG.

Pertubuhan bukan kerajaan merupakan pertubuhan yang ditubuhkan oleh pihak atau pertubuhan swasta yang tidak mempunyai apa-apa hubungan dengan mana-mana kerajaan. Ada NGO yang dibiaya oleh kerajaan tertentu, namun keahlian pertubuhan sebegini tidak terbuka kepada mana-mana pihak kerajaan. Tidak seperti istilah Pertubuhan antara kerajaan, "pertubuhan bukan kerajaan" merupakan suatu istilah bagi kegunaan umum tetapi ia bukan suatu definasi yang sah di sisi undang-undang. Di dalam bidang kuasa mahkamah jenis-jenis pertubuhan ini adalah "pertubuhan masyarakat awam" atau dirujukkan dengan nama-nama yang lain. Sesetengah pihak menganggarkan jumlah pertubuhan bukan kerajaan antarabangsa sebanyak 40,000. Bilangan pertubuhan tempatan adalah lebih tinggi lagi: Russia mempunyai 277,000 NGO. India dianggarkan mempunyai di antara 1 juta dan 2 juta NGO.
