Cette définition est étroitement associée aux bibliothèques en Angleterre avant l'adoption de la Loi sur les bibliothèques publiques de 1850 qui permettait aux villes d'utiliser des taxes pour créer et maintenir des bibliothèques, mais n'exigeait pas que les villes les construisent. Cette définition s'applique également aux États-Unis avant 1850 et les lois générales sur la bibliothèque des districts scolaires qui ont été transmises dans de nombreux États en même temps. Il peut également se référer à une bibliothèque ou à une autre institution qui envoie du matériel sur demande à une autre bibliothèque, généralement via un prêt entre bibliothèques.
