Une organisation non gouvernementale est une organisation qui ne fait pas partie d'un gouvernement ni d'une entreprise à but lucratif conventionnelle. Généralement mis en place par des citoyens ordinaires, les ONG peuvent être financées par des gouvernements, des fondations ou des entreprises. Certains évitent complètement le financement formel et sont principalement dirigés par des bénévoles. Les ONG sont des groupes très variés d'organisations engagées dans un large éventail d'activités et prennent différentes formes dans différentes parties du monde. Certains peuvent avoir un statut de bienfaisance, tandis que d'autres peuvent être inscrits pour l'exonération fiscale en fonction de la reconnaissance des objectifs sociaux. D'autres peuvent être des fronts pour les groupes d'intérêts politiques, religieux ou autres. Le nombre d'ONG opérant aux États-Unis est estimé à 1,5 million. La Russie compte 277 000 ONG. L'Inde devrait avoir environ 2 millions d'ONG en 2009, un peu plus d'une ONG pour 600 Indiens et plusieurs fois le nombre d'écoles primaires et de centres de santé primaires en Inde. A non-governmental organization is an organization that is neither a part of a government nor a conventional for-profit business. Usually set up by ordinary citizens, NGOs may be funded by governments, foundations or businesses. Some avoid formal funding altogether and are run primarily by volunteers. NGOs are highly diverse groups of organizations engaged in a wide range of activities, and take different forms in different parts of the world. Some may have charitable status, while others may be registered for tax exemption based on recognition of social purposes. Others may be fronts for political, religious or other interest groups. The number of NGOs operating in the United States is estimated at 1.5 million. Russia has 277,000 NGOs. India is estimated to have had around 2 million NGOs in 2009, just over one NGO per 600 Indians, and many times the number of primary schools and primary health centres in India. NGOs are difficult to define, and the term 'NGO' is not used consistently. As a result, there are many different classifications in use. The most common focus is on 'orientation' and 'level of operation'.
