Commission des services postaux
La Commission des services postaux, connue sous le nom de Postcomm, était un département non ministériel du gouvernement du Royaume-Uni chargé de superviser la qualité et le service universel de poste au Royaume-Uni. Il a été créé en 2000 dans le cadre de la Loi sur les services postaux de 2000. Postcomm a été fusionné avec le régulateur de communications Ofcom le 1er octobre 2011. La plupart des activités de Postcomm ont consisté à réglementer Royal Mail et ses deux filiales, Post Office Ltd et Parcelforce. Postcomm a également été chargé de l'octroi de licences aux opérateurs postaux du Royaume-Uni. Il a été mis en place à côté d'une organisation «soeur», Postwatch, un organisme de surveillance indépendant pour les services postaux. Postwatch est devenu partie de Consumer Focus le 1er octobre 2008. En mai 2008, Postcomm a appelé à la privatisation partielle de Royal Mail pour sauvegarder le service universel. À la suite du rapport Hooper sur l'avenir du secteur des services postaux, en octobre 2010, le secrétaire commercial Vince Cable a confirmé des plans pour la privatisation de jusqu'à 90% de l'entreprise et la possibilité de mutualisation du bureau de poste.
