Une politique de tolérance zéro impose une sanction automatique pour infractions à une règle déclarée, dans le but d'éliminer une conduite indésirable. Les politiques de tolérance zéro interdisent aux personnes occupant des postes d'autorité d'exercer leur pouvoir discrétionnaire ou de modifier les sanctions en fonction des circonstances subjectivement; Ils sont tenus d'imposer une peine préétablie indépendamment de la culpabilité individuelle, des circonstances atténuantes ou de l'histoire. Cette peine prédéterminée n'a pas besoin d'être sévère, mais elle est toujours prise en compte.
