La democrazia è una forma di governo in cui tutti i cittadini ammissibili partecipano ugualmente - direttamente o indirettamente attraverso i rappresentanti eletti - nella proposta, nello sviluppo e nella creazione di leggi. Essa comprende l'uguaglianza sociale, religiosa, culturale, etnica e razziale, la giustizia e la libertà.
