Il mercato interno dell'Unione europea cerca di garantire la libera circolazione delle merci, del capitale, dei servizi e delle persone - le "quattro libertà" dell'UE - nei 28 Stati membri dell'UE. Il mercato interno è destinato a favorire una maggiore concorrenza, una maggiore specializzazione, economie di scala più grandi, consentendo ai beni e ai fattori produttivi di trasferirsi nell'area in cui sono maggiormente valutati, migliorando così l'efficienza dell'allocazione delle risorse. È anche destinato a guidare l'integrazione economica attraverso la quale le economie un tempo separate degli Stati membri si integrano in un'unica economia europea. La metà del commercio di beni all'interno dell'UE è coperta da una legislazione armonizzata dall'UE. La creazione del mercato interno come un mercato unico e senza soluzione di continuità è un processo in corso, con l'integrazione dell'industria dei servizi ancora contenente lacune. Ha anche un elemento internazionale crescente, con il mercato rappresentato come uno nei negoziati commerciali internazionali. In particolare, il mercato interno è aperto a tre Stati extracomunitari attraverso lo Spazio economico europeo.
