Redlining

Redlining minangka laku nolak, utawa mbayar luwih akeh kanggo, layanan kayata perbankan, asuransi, akses menyang perawatan kesehatan, utawa malah supermarket, utawa nyingkirake proyek kanggo warga ing wilayah tartamtu, sing kerep ditemtokake rasis. Tembung "redlining" diciptakake ing pungkasan taun 1960an dening John McKnight, sosiolog lan aktivis masyarakat. Iku nuduhake laku nandakake baris abang ing peta kanggo nudhuhake area ing ngendi bank-bank ora bakal nandur modal; sabanjure istilah iki diterapake kanggo diskriminasi marang klompok tartamtu wong tanpa ngajeni geografi. Sajrone mangsa kerepotan, wilayah sing paling kerep diskriminasi yaiku tetanggan kutha njero ireng. Contone, ing Atlanta ing taun 1980-an, artikel seri pemenang Hadiah Pulitzer dening wartawan investigator Bill Dedman nunjukake yen bank-bank bakal kerep ngutangi marang wong sing nganggo dhuwit murah nanging ora kanggo wong cilik ing tengah utawa dhuwur. Pemanfaatan blacklist minangka mekanisme sing gegandhengan uga digunakake dening para redel kanggo nglacak kelompok, wilayah, lan wong sing ngrasa partai mbedakake kudu ditolak bisnis utawa bantuan utawa transaksi liya. Ing literatur akademik, redlining falls miturut kategori pangreusi kredit. Redlining is the practice of denying, or charging more for, services such as banking, insurance, access to health care, or even supermarkets, or denying jobs to residents in particular, often racially determined, areas. The term "redlining" was coined in the late 1960s by John McKnight, a sociologist and community activist. It refers to the practice of marking a red line on a map to delineate the area where banks would not invest; later the term was applied to discrimination against a particular group of people irrespective of geography. During the heyday of redlining, the areas most frequently discriminated against were black inner city neighborhoods. For example, in Atlanta in the 1980s, a Pulitzer Prize-winning series of articles by investigative-reporter Bill Dedman showed that banks would often lend to lower-income whites but not to middle- or upper-income blacks. The use of blacklists is a related mechanism also used by redliners to keep track of groups, areas, and people that the discriminating party feels should be denied business or aid or other transactions. In the academic literature, redlining falls under the broader category of credit rationing.
