OPEC은 석유 생산국의 정책을 조정하는 것을 사명으로 삼는 국제 조직 및 경제 카르텔이다. 목표는 회원국들에게 꾸준한 수입을 보장하고 경제적 수단을 통해 세계 유가에 영향력을 행사하는 것입니다. OPEC은 이라크, 쿠웨이트,이란, 사우디 아라비아 및 베네수엘라에 의해 1960 년 9 월 10-14 일 바그다드 회의에서 창설 된 정부 간기구입니다. 이후 리비아, 아랍 에미리트, 카타르, 인도네시아, 알제리, 나이지리아, 에콰도르, 앙골라, 가봉 등 9 개국 정부가 가입했다. OPEC는 스위스 제네바에 본사를두고 있으며 1965 년 9 월 1 일 오스트리아 비엔나로 이주했다. OPEC은 국제 석유 시장이 다국적 기업인 '일곱 자매'에 의해 주로 지배 된시기에 설립되었다. OPEC의 '정책 선언'은 모든 국가가 자국의 천연 자원에 대한 주권을 행사할 권리가 있음을 명시하고있다. OPEC은 국가의 조직이기 때문에 개별 회원국은 그들의 행동에 대한 주권 면책권을 가지고 있으며 이는 OPEC이 정상적인 방법으로 경쟁법의 대상으로 간주되지 않는다는 것을 의미합니다.
