투표 시스템에서 전술 투표는 2 명 이상의 후보자와의 선거에서 바람직하지 않은 결과를 막기 위해 진지한 선호도 이외의 후보자를지지 할 때 발생합니다. Gibbard-Satterthwaite의 정리에 따르면 몇 가지 옵션 중 하나를 선택하는 투표 방법이 완전히 전략없는 경우 독재 적이거나 비결정 적이어야합니다. 예를 들어 단일 유권자의 투표 용지를 무작위로 선택하여 결과를 결정하는 무작위 투표 투표 방법은 무 전략이지만 동일한 투표 세트에 여러 번 적용 할 경우 다른 선택이 선택 될 수 있습니다. 예를 들어, 단순한 복수 선거에서 유권자는 덜 선호되지만 일반적으로 인기있는 후보에 투표함으로써 "더 나은"결과를 얻을 수 있습니다. 그러나 전술적 투표의 유형과 그것이 캠페인의 성격과 선거 결과에 영향을 미치는 정도는 한 투표 시스템에서 다른 투표 시스템으로 크게 다릅니다.
