GATT 또는 요금 및 무역에 관한 일반적인 합의는 1948 년 스위스 제네바에서 제정되었습니다. 설립 당시 GATT는 23 개국으로 구성되었지만 1994 년 4 월 5 일 마라 케쉬에서의 마지막 회의에서 서명국 수는 115 개국이었다. 1948 년 1 월 1 일에 발효 된 GATT 협약은 3 가지 원칙, 즉 다음과 같은 세 가지 원칙에 포함되어있다. ▪ 한 국가가 무역 상대국으로 다른 국가에 부여한 대우는 해당 국가의 무역 파트너에 의해 제공되어야한다는 상호 원칙. ▪ 가장 선호하는 국가 원칙 인 GATT 회원국은 하나 또는 특정 국가에 유리한 특권을 제공 할 수 없다. ▪ 한 나라의 대우와 정책이 다른 나라들에게 알려 지도록 투명해야한다는 투명성의 원칙. GATT 회원국의 발전과 함께 자유 무역이 필요하다. 모로코의 마라 케쉬 회의에서 1994 년 4 월 5 일 GATT는 1995 년 1 월 1 일부터 세계 무역기구로 바뀌었다.

GATT atau perjanjian umum tentang kadar-kadar dan perdagangan ditubuhkan pada tahun 1948 di Genewa, Switzerland. Pada masa ditubuhkan, GATT dianggotai 23 negara, tetapi pada saat sidang terakhir di Marakesh pada 5 April 1994 jumlah negara penandatangan sebanyak 115 negara. Kesepakatan dalam GATT yang mulai berlaku sejak 1 Januari 1948 tertuang dalam tiga prinsip, iaitu : ▪ Prinsip kesalingan, iaitu perlakuan yang diberikan suatu negara kepada negara lain sebagai rakan dagangnya harus juga diberikan juga oleh rakan dagang negara tersebut. ▪ Prinsip most favored nation, iaitu negara ahli GATT tidak boleh memberikan keistimewaan yang menguntungkan hanya pada satu atau sekumpulan negara tertentu. ▪ Prinsip ketelusan, iaitu perlakuan dan dasar yang dilakukan suatu negara harus telus agar diketahui oleh negara lain. Sesuai dengan perkembangannya, masing-masing negara anggota GATT menghendaki adanya perdagangan bebas. Pada pertemuan di Marakesh, Maghribi 5 April 1994 GATT diubah menjadi World Trade Organization mulai tarikh 1 Januari 1995.
