Istilah empayar berasal dari imperium Latin. Secara politik, sebuah kekaisaran adalah satu kumpulan yang luas secara geografi dan negara-negara bersatu dan diperintah oleh pihak berkuasa pusat sama ada oleh raja atau oligarki. Selain daripada penggunaan tradisional, istilah empayar boleh digunakan dalam arti yang panjang untuk menunjukkan perusahaan perniagaan berskala besar, atau organisasi politik sama ada skala nasional, daerah atau bandar, yang dikawal sama ada oleh seseorang atau pihak berkuasa kumpulan. Struktur politik kekaisaran ditubuhkan dan dikekalkan dalam dua cara: sebagai sebuah wilayah wilayah penaklukan dan kawalan secara berkuat kuasa atau sebagai sebuah empayar hegemoni yang berkuasa, penaklukan tidak langsung dan kawalan dengan kuasa. Yang pertama memberikan penghormatan yang lebih besar dan mengendalikan penguasaan politik, namun mengehadkan perkembangan lebih lanjut kerana ia menyerap pasukan tentera ke garnison tetap. Yang terakhir ini memberikan kurang penghormatan dan kawalan tidak langsung, tetapi memanfaatkan pasukan tentera untuk pengembangan selanjutnya. Empayar teritorial cenderung menjadi kawasan berdekatan. Istilah ini kadang-kadang digunakan untuk empayar maritim atau thalassocracies, dengan struktur yang lebih longgar dan wilayah yang lebih tersebar.
