OPEC adalah sebuah organisasi antarabangsa dan kartel ekonomi yang misinya untuk menyelaraskan dasar-dasar negara pengeluar minyak. OPEC beribu pejabat di Geneva, Switzerland sebelum berpindah ke Vienna, Austria pada 1 September 1965. OPEC dibentuk pada masa pasaran minyak antarabangsa sebahagian besarnya didominasi oleh syarikat multinasional, 'tujuh saudara perempuan'. Kenyataan Dasar 'OPEC' menyatakan bahawa ada hak semua negara untuk menjalankan kedaulatan ke atas sumber semula jadi mereka.
