Pada zaman dahulu, tukang pewarisan (Greek τελώνης telōnēs; publicanus Latin (singular); publicani (majmuk)) adalah kontraktor awam, di mana peranan mereka sering dibekalkan legiun Rom dan tentera, mengurus pengumpulan tugas pelabuhan, dan menyelia projek bangunan awam.
