Dalam peraturan perundangannya boleh dan harus dibezakan dari perundangan utama di satu pihak dan undang-undang yang dibuat hakim di pihak yang lain. Peraturan yang diamanatkan oleh percubaan negara untuk menghasilkan hasil yang mungkin tidak terjadi, menghasilkan atau mencegah hasil di tempat yang berbeda dengan apa yang mungkin terjadi, atau menghasilkan atau mencegah hasil pada waktu yang berbeda daripada yang akan terjadi.
