Perjanjian adalah perjanjian di bawah undang-undang antarabangsa yang dibuat oleh pelaku dalam undang-undang antarabangsa, iaitu negara berdaulat dan organisasi antarabangsa. Perjanjian boleh juga dikenali sebagai perjanjian, protokol, perjanjian, konvensyen, perjanjian, atau pertukaran surat, antara lain. Tanpa menghiraukan terminologi, kesemua bentuk perjanjian ini, di bawah undang-undang antarabangsa, sama-sama menganggap perjanjian dan peraturannya adalah sama. Perjanjian boleh dibatalkan berbanding dengan kontrak: kedua-duanya adalah pihak yang bersedia dengan tanggungjawab di antara mereka sendiri, dan pihak yang sama sekali tidak memenuhi kewajiban mereka boleh dipertanggungjawabkan di bawah undang-undang antarabangsa.
