Kerana peguam boleh dipecah kerana terlibat dengan penyalahgunaan, litigants yang kerap sering tidak dapat menahan peguam, dan oleh itu litigants mewakili diri mereka di mahkamah. Mereka yang berada di dalam senarai lazimnya dilarang daripada apa-apa tindakan undang-undang lanjut atau dikehendaki mendapatkan kebenaran terlebih dahulu daripada hakim kanan sebelum mengambil tindakan undang-undang.
