Ta definicja jest ściśle związana z bibliotekami w Anglii przed przyjęciem ustawy o bibliotekach publicznych z lat 1850, która umożliwiła miastom wykorzystanie podatków do tworzenia i obsługi bibliotek, ale nie wymagało ich tworzenia miast. Definicja ta ma również zastosowanie w Stanach Zjednoczonych przed 1850 r. Oraz w powszechnych przepisach dotyczących bibliotek w szkolnej dzielnicy, które zostały przekazane w wielu stanach w tym samym czasie. Może również odnosić się do biblioteki lub innej instytucji, która wysyła materiały na żądanie do innej biblioteki, zazwyczaj za pośrednictwem pożyczki międzybibliotecznej.
